Currently in Phase III: InGensa developed a master facilities plan and referendum strategy for district wide facility needs including potential new building and/or building additions to address increasing enrollment. Development included facility condition assessment, educational adequacy assessment, building capacity analysis, demographics assessment, site analysis, communications, community engagement, cost estimating, option development, construction phasing, and financial strategy. The Board and Community Task Force voted to construct a new Middle School and construct additions and make minor renovations to their existing High School and Elementary to address the pressure of growing enrollment.
Project Status: The district was successful in passing a $53M InGensa led referendum on its first attempt, November 8, 2022. The project has been bid and came in under budget, allowing the district to execute additional work. Construction on the new Middle School began spring of 2024.
The project for Hawley Public Schools was bid in two phases, the first for additions and alterations to the existing High School and Elementary School with the second phase being the New Middle School. Total project funds available including bond premium, district capital and interest earnings is $60,903,596 (interest earnings/bond premium are dependent on financial climate). After bidding both phases, there is approximately $3,947,590 remaining for the district to invest in additional improvements. These funds are in addition to contingency funds already carried in the project total.

Currently in Phase V: Cass Lake-Bena Schools passed a $39M referendum in November or 2022 for a new K-4 Elementary. InGensa is providing construction management services for a New K-4 Elementary School at the current Middle/High School Campus.
Project Status: Project bid under budget and is currently under construction. The project is currently several months ahead of schedule for the summer 2025 move-in.
The total budget for the new Elementary School project including bond premium and interest earnings was $43,453,430 (interest earnings/bond premium are dependent on financial climate). The base bid came in approximately $3.4 million under budget. This allowed the district to accept alternates for an additional gym station, kindergarten classrooms and a road extension that were not part of the base bid but high priorities for the district. These alternates totaled $3,404,318, putting the project essentially on budget.

Currently in Phase III: $20.1M (Total includes $4.1M in insurance proceeds) Developed and led a 7-month referendum effort with a community task force for the district to rebuild the High School Gym which suffered a collapse on April 1, 2024. InGensa also led negotiating efforts with insurance companies for additional replacement funds. Plans included a new gymnasium, stage, locker rooms, wrestling room, weight room, lobby, walking track, SPED classroom and numerous support spaces.
Project Status: The district was successful in passing a $16M InGensa led referendum on November 7, 2023. The project has been fully designed and bid under budget. Construction began in May 2024
Total project funds available including bond premium, insurance proceeds and interest earnings is $20,911,750 (interest earnings/bond premium are dependent on financial climate) for the Browerville project. The project came in under budget by $1,440,053; several alternates that were bid as part of the construction package were able to be accepted and included in the project; these alternates totaled $296,270. When they were factored in, the project was under budget by $1,143,763. These funds are in addition to contingency funds already carried in the project total.

Currently in Phase III: InGensa developed a master facilities plan and referendum strategy for district wide facility needs including a building addition to the existing High School and closure of the District’s two elementary schools to address excess operational costs of maintaining excess square footage. Development included facility condition assessment, educational adequacy assessment, building capacity analysis, site analysis, communications, community engagement, cost estimating, option development, construction phasing, and financial strategy. InGensa worked closely with Widseth during the assessment and design phases of the project.
Project Status: The district was successful in passing an InGensa led Operating Levy and a $32M building bond referendum on November 8, 2022. The project recently bid and came in under budget. Construction began late this past spring.
The total budget available including bond premium, district capital and interest earnings for the approved scope is $37,870,766 (interest earnings/bond premium are dependent on financial climate). The project came in under budget by $870,854. These funds will be used to address additional needs at the existing High School that were identified prior to referendum if funds were available. These funds are in addition to contingency funds already carried in the project total.
